AUDIT REVIEW BOARD
Meets annually to review the results of the State Audit of City funds. All meetings called will be published in the Mount Vernon News.

BOARD OF CONTROL
This board approves contracts and contract change orders and authorizes the director of the appropriate department to enter into the contract.

BOARD OF PROPERTY MAINTENANCE APPEALS
This board meets to hear arguments from property owners who have received administrative sanctions and wish to appeal them before a citizen-run board. If the property owner is found to be free from the violation, then the penalty is rescinded. If the violation is upheld, then the next step of appeals is to the Court of Common Pleas.

BOARD OF ZONING APPEALS
The purpose of the BZA is to hear appeals of decisions rendered by zoning administrators, interpret unclear provisions in the zoning ordinance, and decide on applications by landowners to permit buildings or land uses which vary from the zoning regulations. CIVIL SERVICE COMMISSION
The purpose of the Civil Service Commission is to govern the civil service regulations and oversee the budget of the Merit System Administrator. Board members develop an understanding of labor laws and civil service regulations.

DATA BOARD
The data board reviews the technological needs and plans for the City of Mount Vernon and to recommend plans for advances in technological infrastructure to conduct city business.

HISTORICAL REVIEW COMMISSION
The purpose of the Historical Review Commission is to advise on the preservation of certain historical buildings and districts within the City of Mount Vernon. To maintain the architectural theme and neighborhood characteristics through the different buildings and homes. This group also helps to educate the public on the benefits of owning property in a historic district and to aid in the enhancement of property values within the districts.

LIBRARY BOARD OF TRUSTEES
The purpose of the Library Board of Trustees is to oversee, manage, and decide on the disbursement of the interest of an endowment fund specifically used for library purposes.

METROPOLITAN HOUSING AUTHORITY
This is a federally funded program since 1974 and consists of a volunteer board to administer the Section 8 Housing Choice Voucher program for Knox County. KMHA currently has 674, Section 8 Housing Choice Vouchers dedicated to this agency. A voucher represents a family receiving rental assistance.

MUNICIPAL PLANNING COMMISSION

The purpose of the MPC is to balance the public good with private property rights and interests. The planning commission established under section 713.01 of the Revised Code shall make plans and maps of the whole or any portion of the municipal corporation, and of any land outside thereof, which, in the opinion of the commission, is related to the planning of the municipal corporation, and make changes in such plans or maps when it deems it advisable. Such maps or plans shall show the commission’s recommendations for the general location, character, and extent of streets, alleys, ways, viaducts, bridges, waterways, waterfronts, subways, boulevards, parkways, parks, playgrounds, aviation fields and other public grounds, ways, and open spaces; the general location of public buildings and other public property; the general location and extent of public utilities and terminals, whether publicly or privately owned or operated, for water, light, sanitation, transportation, communication, power, and other purposes; and the removal, relocation, widening, narrowing, vacating, abandonment, change of use of or extension of such public ways, grounds, open spaces, buildings, property, utilities, or terminals. With a view to the systematic planning of the municipal corporation, the commission may make recommendations to public officials concerning the general location, character, and extent of any such public ways, grounds, open spaces, buildings, property, utilities, or terminals.

PATRIOTIC MEMORIAL COMMITTEE
This committee organizes and oversees the functions and activities of the Memorial Day Parade and service. Committee members work closely with the Mayor’s office and the Knox County Veterans Services.

RECORDS COMMISSION
This commission has the purpose of overseeing the records retention for city documents. They work closely with the different departments and specifically identify a plan for obsolete records (RC1), record retention schedules (RC2), and records to dispose of (RC3). This commission also works closely with the Ohio Historical Society and the Auditor of State.

RECREATION BOARD
This board meets monthly and governs the plans for the use of city-owned parks and programs. Recommending budget items on an annual basis as well as managing the use of the different parks’ recreational spots (not including Ariel~Foundation Park), are among the chief purposes. Coordinating an annual Easter egg hunt and overseeing the administration of the Hiawatha Water Park are also significant duties of this board. They work closely with the Parks Superintendent and the Auditor.

SHADE TREE & BEAUTIFICATION COMMITTEE
The purpose of this commission is to provide and protect the shade tree landscape for the city. Providing a shaded canopy improves environmental, social, and economic developments. This commission works closely with the Engineering office as well as the Parks department.

SOLID WASTE HAULERS BOARD OF APPEALS
This board hears cases from citizens and/or solid waste hauler companies who have been in violation of city code regarding waste and/or recycling. This commission hears cases as the first step of appeals before progression to the Court of Common Pleas.

TAX INCENTIVE REVIEW COMMISSION (TIRC)
The TIRC meets once per year to oversee the agreements between developers of real estate or businesses who have been granted tax abatements or credits. Based on performance of the business plans, the TIRC recommends to the City Council whether to continue the tax benefit or to rescind it.

TAXICAB BOARD
This board oversees the needs of the taxicab industry in meeting the needs of the citizenry in providing quality transportation. Manages applications for taxicab licenses and can establish and adopt rules and regulations for taxicabs.

UTILITIES COMMISSION OF THE CITY OF MOUNT VERNON
This commission shall regulate the rates and the services of the water, wastewater, and stormwater utilities for users of the city utilities. The Utilities Commission will set the rate for the wastewater billing, whereas City Council sets the rate for the water department and the stormwater department.
